Project Rationale:

Ukraine’s victory in the war requires comprehensive defense sector reforms and the development of innovative social policy solutions that ensure a resilient and integrated security strategy.

A gender approach (mainstreaming) involves taking into account the different needs, opportunities, and experiences of women and men across all areas of activity to ensure equal opportunities and unlock the full potential of all citizens.

Comprehensive defense is a strategy that engages not only the military, but society as a whole and its institutions to strengthen national resilience against challenges and threats. A key feature of the Swedish model of comprehensive defense is the inclusion of not only military but also non-military dimensions—such as economic, informational, cyber, psychological, and civil defense—aimed at maintaining the state’s functioning even in times of crisis.

Combining a gender approach with comprehensive defense enhances overall defense effectiveness by ensuring the participation of all social groups, leveraging diverse experiences, and increasing women’s contribution to strengthening national security.

The project included:

studying best practices in gender mainstreaming and gaining insight into the comprehensive defense system during a two-week in-person training program in Sweden;

participants’ analysis of the Ukrainian context and the development of approaches for the gender-sensitive implementation of comprehensive defense in Ukraine;

mentorship support from leading Ukrainian gender experts;

preparation of analytical reports with practical recommendations;

publication of analytical reports on the Gender in Detail website and their presentation to stakeholders.
